Finding
On the findings of the Government of Canada, agents of the Government of India are linked to homicide, extortion and violence against persons in Canada, and India is the second most active state conducting foreign interference against Canada.
Conduct of record
The killing of Hardeep Singh Nijjar, a Canadian citizen, in Surrey, British Columbia, on 18 June 2023. On 18 September 2023 the Prime Minister told the House of Commons that the killing was the subject of credible allegations of a link to agents of the Government of India. On 14 October 2024 the RCMP stated that it holds evidence linking agents of the Government of India to homicides, extortion and other violent crimes in Canada; the same day Canada expelled six Indian diplomats, including the High Commissioner. The final report of the Public Inquiry, 28 January 2025, names India the second most active state in foreign interference against Canada.
