Access to Information request — Mexico in the defence planning of Canada

Hello,

I make this request under section 6 of the Access to Information Act. I am a Canadian resident and I request access to the following records held by the Department of National Defence.

1. All records of the North American Defence Ministerial and of any other meeting between the Minister of National Defence, or the Deputy Minister, or the Chief of the Defence Staff, and their counterparts of the United Mexican States, including agendas, briefing notes, records of discussion and joint statements, dated between 1 January 2024 and the date this request is processed.

2. All agreements, memoranda of understanding, letters of intent and terms of reference between the Department or the Canadian Armed Forces and the Secretaría de la Defensa Nacional or the Secretaría de Marina of the United Mexican States in force at any time in the same period, and the list of such instruments.

3. All records that assess the role of the United Mexican States in the defence of Canada, or the support that Canada could expect from the United Mexican States in the case of an armed attack on Canada by any state, in the same period.

4. All records that set out the position of the Department on the inclusion of the United Mexican States in the North American Aerospace Defense Command or in any continental defence arrangement, in the same period.

5. All records prepared for the visit of the Prime Minister to Mexico on 18 September 2025 that concern the defence pillar of the Canada-Mexico Comprehensive Strategic Partnership or the Canada-Mexico Action Plan 2025-2028.

Produce the records in electronic format.

Item 3 asks for the assessment of a foreign partner, not for the content of any operational plan. Where the Department relies on subsection 10(2) of the Act for any item, I require that the reliance be stated for that item alone and that the other items be answered.

I require registration of this request on the date of its receipt. Where the Department holds no record answering any numbered item above, I require a written statement to that effect for that item.

The name and title of an officer or employee of a government institution on a document prepared by that person in the course of employment is not personal information under paragraph 3(j) of the Privacy Act. I require that such names and titles be released and not severed.

An absence of a file number, or an answer that neither confirms nor denies the existence of records of meetings that both governments have announced in public, will be placed before the Information Commissioner of Canada.
