Hello,
I make this request under section 6 of the Access to Information Act. I am a Canadian resident and I request access to the following records held by the Privy Council Office.
1. All briefing notes, memoranda and scenario notes prepared for the Prime Minister for the visit to Mexico on 18 September 2025, and for every meeting or call between the Prime Minister and the President of the United Mexican States, dated between 1 January 2025 and the date this request is processed.
2. All records that assess the position of the United Mexican States on the sovereignty and territorial integrity of Canada, including on the statements of the President of the United States that Canada should become a state of the United States, in the same period.
3. All records that set out whether, and on what terms, the Government of Canada expects political, economic or military support from the United Mexican States in the case of coercion or armed attack by the United States against Canada, in the same period.
4. All records that set out the security and defence content of the Canada-Mexico Comprehensive Strategic Partnership and of the Canada-Mexico Action Plan 2025-2028, including the list of commitments under the security pillar and the institutions responsible for each, in the same period.
5. All records that assess the coordination of Canada and the United Mexican States on the tariffs of the United States and on the 2026 joint review of the Canada-United States-Mexico Agreement, including every option in which Canada acts jointly with Mexico and every option in which Canada acts alone, in the same period.
Produce the records in electronic format.
Where a record contains a confidence of the King's Privy Council, the analyses of problems and the background explanations in it are not excluded once the decision to which they relate has been made public. I require their release under paragraph 69(3)(b) of the Act. Every record withheld under section 69 is to be listed with its date and its type.
Fees. I am without income and I am unable to pay the application fee. Waive the fee under subsection 11(6) of the Access to Information Act. The records concern the allies of Canada in the face of pressure from a foreign state, and the public benefit of their release is direct. If the waiver is refused, I require written notice of the refusal, the reason for it, and the method of payment.
I require registration of this request on the date of its receipt. Where the Office holds no record answering any numbered item above, I require a written statement to that effect for that item.
The name and title of an officer or employee of a government institution on a document prepared by that person in the course of employment is not personal information under paragraph 3(j) of the Privacy Act. I require that such names and titles be released and not severed.
A refusal to register this request until a fee is paid, an absence of a file number, or an absence of a decision on the waiver request will be placed before the Information Commissioner of Canada.

Innovation, Science and Economic Development Canada: The records behind the repeal of the private right of action in the Anti-Spam Legislation
2 Oct 2026 · Access to Information Act · A-2026-00736
5 Oct: receipt acknowledged. The Department dates receipt 5 Oct, three days after the request arrived. Answer due 2 Nov.
Request under the Access to Information Act — the records behind the repeal of the private right of action in Canada's Anti-Spam Legislation on 31 December 2025 — with a request for a fee waiver under subsection 11(2)
Hello,
I make this request under section 6 of the Access to Information Act. I am a person present in Canada. Subsection 4(1) of the Act, as extended by the Access to Information Act Extension Order, No. 1, entitles me to make it.
CONTEXT.
Parliament enacted a private right of action against spam in sections 47 to 51 and 55 of S.C. 2010, c. 23 (Canada's Anti-Spam Legislation). An order in council fixed 1 July 2017 for those sections to come into force. On 2 June 2017 the Government withdrew that date by a further order in council (SI/2017-31) and fixed no other.
Every annual report under the Statutes Repeal Act from 2020 to 2024 listed those sections. Each year a resolution kept them alive. The report for 2025 listed them again. No resolution kept them alive in 2025. Under section 3 of the Statutes Repeal Act they were repealed on 31 December 2025. The Department administers Canada's Anti-Spam Legislation. The right of every person in Canada to sue a spammer ended without a vote.
RECORDS REQUESTED.
Period: 1 January 2020 to the date this request is received.
1. Records in which the Department considered, recommended or decided whether a resolution under section 3 of the Statutes Repeal Act should be sought for sections 47 to 51, 55, 68, subsection 89(2) and section 90 of S.C. 2010, c. 23, for each of the years 2020 to 2025, including communications on that question with the Department of Justice, the Privy Council Office, the Office of the Leader of the Government in the House of Commons and the Office of the Government Representative in the Senate.
2. Records that state why no resolution was sought or adopted for those provisions in 2025, and the name and title of the officer or Minister who made that decision.
3. Briefing notes, memoranda to the Minister, decks and analyses concerning the private right of action in sections 47 to 51 of S.C. 2010, c. 23, including any record on bringing those sections into force, amending them or letting them be repealed.
4. Records of communications between the Department and any business, industry association or law firm concerning the private right of action, its suspension or its repeal.
5. Where no record exists for an item, a statement to that effect for that item, naming the officer who conducted the search. The duty to assist in subsection 4(2.1) of the Act requires it.
Please exclude media monitoring, news clippings and material already published on the Department's website.
WITHHELD RECORDS.
For every record withheld in whole, state its date, its author, its recipient and the provision relied on. Paragraph 10(1)(b) and section 25 of the Act apply.
FEE.
Waive the application fee under subsection 11(2). The records concern the repeal, without a vote of Parliament, of a right that Parliament gave to every person in Canada. Every record released will be published in full at https://dzyuban.com/. If the fee is not waived, give the decision under subsection 11(2) in writing, with reasons and the name and title of the officer who made it.
DELIVERY.
By email, to this address. Confirm receipt with the file number and the date of receipt under section 7.

30 Sept 2026 · Access to Information Act
Answer due 30 Oct.
Request under the Access to Information Act — the oath of citizenship after the demise of the Crown, the accession of the King in right of Canada, and the legal assessment of the statements of the United States that Canada should become its 51st state — with a request for a fee waiver under subsection 11(2)
Hello,
I make this request under section 6 of the Access to Information Act. I am a person present in Canada. Subsection 4(1) of the Act, as extended by the Access to Information Act Extension Order, No. 1, entitles me to make it.
CONTEXT.
The Schedule to the Citizenship Act, as consolidated on the Justice Laws Website and captured on 28 September 2026, sets out the oath of citizenship as allegiance to "Her Majesty Queen Elizabeth the Second, Queen of Canada, Her Heirs and Successors". Immigration, Refugees and Citizenship Canada administers an oath to "His Majesty King Charles the Third". On 10 September 2022 the accession of the King was proclaimed in Canada. In Motard c. Procureur général du Canada, 2019 QCCA 1826, the Court of Appeal of Quebec held that whoever is King of the United Kingdom is King of Canada, and the Supreme Court of Canada declined to hear an appeal. From 7 January 2025 the President of the United States called for Canada to become the 51st state, again and again. On 24 August 2026 the Vice-President said: "We have to remember Canada is a state." On 23 September 2026 the Prime Minister told The New York Times that he had prepared for the "extreme tail risk" of American military action against Canada.
RECORDS REQUESTED.
1. Records, from 8 September 2022 to the date this request is received, on the text of the oath of citizenship in the Schedule to the Citizenship Act after the demise of the Crown: whether the Schedule requires amendment, and the authority under which an oath naming King Charles the Third is administered.
2. Records on the Proclamation of 10 September 2022 of the accession of the King in right of Canada: the advice of the Department on the legal basis for the succession in right of Canada, and every record from 28 October 2019 to the date this request is received in which the Department applied the principle of symmetry stated in Motard, 2019 QCCA 1826.
3. Records, from 7 January 2025 to the date this request is received, of any assessment in law of statements by officials of the United States that Canada should become a state of the United States.
4. Where no record exists for an item, a statement to that effect for that item, naming the officer who conducted the search. The duty to assist in subsection 4(2.1) of the Act requires it.
WITHHELD RECORDS.
For every record withheld in whole, including under section 23, state its date, its author, its recipient and the provision relied on. Paragraph 10(1)(b) and section 25 of the Act apply.
FEE.
Waive the application fee under subsection 11(2). The records concern the oath that every new citizen of Canada swears and the law under which the King of Canada is chosen. Every record released will be published in full at https://dzyuban.com/reformation/. If the fee is not waived, give the decision under subsection 11(2) in writing, with reasons and the name and title of the officer who made it. On 15 September 2026 the Department refused 3 fee waivers in identical messages without reasons.
DELIVERY.
By email, to this address. Confirm receipt with the file number and the date of receipt under section 7.

The Department's material for that appearance, published on canada.ca, states that the royal visit of 26 and 27 May 2025 "served to reaffirm Canada's sovereignty and unique identity" and cost the Department $442,958.26 as of January 2026, with a finalized cost to follow the end of the fiscal year on 31 March 2026. The same material states that the Department "is responsible for the overall management of official Royal Visits and Royal Tours".
Privy Council Office: The assessment of the extreme tail risk described by the Prime MinisterWaiver refused without reasons
26 Sept 2026 · Access to Information Act · A-2026-00642
29 Sept: fee waiver refused without reasons. Complaint to the Information Commissioner the same day.
Request under the Access to Information Act — the assessment of extreme tail risk described by the Prime Minister on 23 September 2026, and whether it covers nuclear attack on Canada — with a request for a fee waiver under subsection 11(2)
Hello,
I make this request under section 6 of the Access to Information Act. I am a person present in Canada. Subsection 4(1) of the Act, as extended by the Access to Information Act Extension Order, No. 1, entitles me to make it.
CONTEXT.
On 23 September 2026 the Prime Minister told the New York Times that he had prepared for the "extreme tail risk" that the United States might order military action against Canada. CBC News reported the interview on 25 September 2026. The Privy Council Office is the Prime Minister's department and houses the National Security and Intelligence Advisor to the Prime Minister.
RECORDS REQUESTED.
Period: 1 January 2025 to the date this request is received.
1. Records that assess the risk of military action against Canada by any state, including the assessment the Prime Minister described on 23 September 2026.
2. Records that assess the risk of nuclear attack on Canada, or that consider whether that risk has been identified by any minister under subsection 6(1) of the Emergency Management Act.
3. Records that assess the reliability of any assurance by an allied state to defend Canada against nuclear attack. This includes any record that considers that assurance in a scenario of the kind described in item 1.
4. Where no record exists for an item, a statement to that effect for that item, naming the officer who conducted the search. The duty to assist in subsection 4(2.1) of the Act requires it.
SUBSECTION 10(2).
The Prime Minister stated in public on 23 September 2026 that he had prepared for the risk in item 1. A refusal under subsection 10(2) to confirm or deny that records of that preparation exist would contradict the Prime Minister. Such a refusal goes to the Information Commissioner on the day it is received.
FEE.
Waive the application fee under subsection 11(2). The records concern whether the Government has assessed the defence of Canada against nuclear attack. Every record released will be published in full at https://dzyuban.com/legal/record/requests/. If the fee is not waived, give the decision under subsection 11(2) in writing, with reasons and the name and title of the officer who made it.
DELIVERY.
By email, to this address. Confirm receipt with the file number and the date of receipt under section 7.

Ontario Trillium Foundation: Grant 3265, Refugee Career Jumpstart Project
25 Sept 2026 · Freedom of Information and Protection of Privacy Act (Ontario)
29 Sept: the Foundation requires the $5 fee, by cheque or money order only, before processing.
Freedom of Information request under FIPPA — grant 3265, Refugee Career Jumpstart Project
Hello,
This is a request for access to records under the Freedom of Information and Protection of Privacy Act, directed to the Privacy and Freedom of Information Coordinator.
The records concern Resilient Communities Fund grant 3265 to the Refugee Career Jumpstart Project. The Foundation's own grant page records that the money funded the hiring of a Client Relations Lead and work to adapt programming and services. It records the grant result as "Adapt or add-new program and service delivery" and the population served as "People who are newcomers/refugees".
Produce the following records, for the period 1 January 2022 to the present.
First, the grant agreement for grant 3265, with every schedule and every clause on service delivery, accessibility and non-discrimination.
Second, the final report filed by the grant recipient for grant 3265, and every assessment, review, sign-off or internal note the Foundation produced on that report.
Third, every record stating whether the Foundation's Anti-Discrimination Policy and Accessibility Policy bind the organizations it funds, and the date each took effect.
Fourth, the name and title of the officer who certified that funds under grant 3265 were spent for the purposes approved, and the record carrying that certification.
The Regional Director for the Toronto Region wrote on 25 September 2026 that the Foundation does not have any additional information to provide. That letter named no exemption and identified no missing record. The Foundation's Access to Information Policy states that the Foundation provides the right of access to existing records in its custody or control. This request goes to the statutory channel.
On the application fee, the Foundation publishes one instrument: cheque or money order, by paper mail. Section 24(1)(c) of the Act and section 5.2 of Regulation 460 set the amount, and neither prescribes the instrument. Confirm which method the Foundation accepts that requires no chequing account, including electronic transfer, credit card, or payment at the Foundation's office. Identify the record restricting payment to cheque or money order, the date it took effect, and the officer who approved it.
Answer by 26 October 2026, confirming receipt and the date on which the period under section 26 of the Act begins. State which of the four items the Foundation will produce and which it refuses, with the exemption cited for each refusal.
A refusal or a deemed refusal goes to the Information and Privacy Commissioner of Ontario under section 50 of the Act, with the record of this exchange. A payment condition that keeps these records out of reach goes there with it.

Danilo Dzyuban
Treasury Board of Canada Secretariat: Decisions of the Treasury Board under s. 11(4) of the RCMP Superannuation ActNot registered
24 Sept 2026 · Access to Information Act
Held for the fee the same day; the waiver never decided; no file number. 28 Sept: an Assistant Secretary wrote that the request is “considered incomplete” until the fee is received, naming no provision of the Act. Complaint to the Information Commissioner 24 Sept.
Request under the Access to Information Act — decisions of the Treasury Board under subsection 11(4) of the RCMP Superannuation Act, 2000 to 2026 — with a request for a fee waiver under subsection 11(2)
Hello,
I make this request under section 6 of the Access to Information Act. I am a person present in Canada and entitled to make this request under subsection 4(1) of the Act as extended by the Access to Information Act Extension Order, No. 1.
CONTEXT.
Subsection 11(4) of the Royal Canadian Mounted Police Superannuation Act entitles a contributor compulsorily retired from the Force by reason of misconduct to a return of contributions, and to any further benefit only in the discretion of the Treasury Board. Subsection 11(10) does the same for members not holding a rank. On 23 September 2026 the Treasury Board of Canada Secretariat wrote to me that "neither the Treasury Board nor the President of the Treasury Board has authority under the PSSA to reduce or withhold a public servant's pension benefit because the person was dismissed for misconduct." This request is separate from file A-2026-00378, which asks for the records behind the repeal of 1999. The records below concern how the RCMP rule has been applied and assessed.
RECORDS REQUESTED.
Period: 1 January 2000 to the date this request is received, unless an item says otherwise.
1. Every decision of the Treasury Board under paragraph 11(4)(b) or 11(10)(b) of the Royal Canadian Mounted Police Superannuation Act, with the submission it decided, personal information severed under section 19.
2. Records that show, by fiscal year, the number of such decisions and the outcome of each: the whole benefit, a part of it, or none.
3. Briefing notes, memoranda and analyses prepared on or after 1 January 2000 for the President of the Treasury Board, the Secretary of the Treasury Board or the Chief Human Resources Officer on subsection 11(4) or 11(10) of the Royal Canadian Mounted Police Superannuation Act. The same for any paper on extending a comparable rule to the Public Service Superannuation Act.
4. The records that identify, by name and title, the author of the message sent to me on 23 September 2026 from the Pension Policy and Programs mailbox ([email protected]), and every draft of that message.
5. For each item above for which no responsive record exists, a statement to that effect, item by item, naming the officer who conducted the search, in accordance with the duty to assist in subsection 4(2.1) of the Act.
FEE.
I ask that the application fee be waived under subsection 11(2). The records concern the public interest in the accountability of federal officeholders, and my income is social assistance. If the fee is not waived, give the decision under subsection 11(2) in writing, with reasons and the name and title of the officer who made it.
DELIVERY.
By email, to this address. Confirm receipt with the file number and the date of receipt under section 7.

National Defence: Records of HQ NORAD held by Department personnel
23 Sept 2026 · Access to Information Act
24 Sept: receipt acknowledged by a clerk, without a file number. Complaint to the Information Commissioner 29 Sept on the dates of receipt the Department records. Answer due 23 Oct.
Request under the Access to Information Act - records of HQ NORAD held by Department of National Defence personnel, and the Department's position that those records are not under its control
Hello,
I make this request under section 6 of the Access to Information Act. I am a person present in Canada, entitled to make it under subsection 4(1) as extended by the Access to Information Act Extension Order, No. 1.
WHY THIS REQUEST EXISTS.
On 23 September 2026 the FOIA office of NORAD and USNORTHCOM at Peterson Space Force Base wrote to me, in answer to a request under 5 U.S.C. 552: "NORAD as a bi-national organization is not subject to the Access to Information Act (ATIA) requests. In coordination with Directorate Access to Information and Privacy, personnel posted to HQ NORAD should not be tasked with ATIA requests. All records under the control of DND are subject to the Act, but documents and IT systems used by personnel posted to HQ NORAD are not physically under the Department's control."
That is a statement of the Department's position under a Canadian statute, made by a United States office, and attributed to the Department's own Directorate. The Supreme Court of Canada set the test for control of a record in 2011 SCC 25, and physical possession is not the test. This request puts the Department's position on its own file.
THE RECORDS.
Period: 1 January 2020 to the date of processing.
1. Any record held by the Department, including any record held by members of the Canadian Armed Forces or employees of the Department posted to HQ NORAD, that estimates the cost of the Canadian portion of the NORAD mission, the sharing of NORAD costs between Canada and the United States, or the cost to either state of the aerospace defence of Canadian territory.
2. Every policy, directive, guideline, legal opinion or other instrument under which the Department treats records used by personnel posted to HQ NORAD as not under its control for the purposes of the Act, with the date each came into force.
3. Any record of coordination between the Directorate Access to Information and Privacy and the FOIA office of NORAD and USNORTHCOM concerning requests under either the Act or 5 U.S.C. 552, from 1 January 2026 to the date of processing, including any record that names me or refers to my request of 19 September 2026.
4. If no record responsive to item 2 exists, a statement to that effect naming the officer who conducted the search, under subsection 4(2.1).
Where no record responsive to any numbered item exists, state that expressly, item by item.
I ask that the application fee be waived under subsection 11(2). The Department waived it on files A-2026-01143, A-2026-01144 and A-2026-01154, on the same facts. I ask to receive the records electronically at this address, and I ask for written confirmation of the date of receipt and the file number.

Ministry of Children, Community and Social Services: Indexing the Ontario Disability Support Program
20 Sept 2026 · Freedom of Information and Protection of Privacy Act (Ontario)
Answer due 20 Oct.
New request under the Freedom of Information and Protection of Privacy Act - records on indexing ODSP and not indexing Ontario Works
Hello,
This is a new request for general records under the Freedom of Information and Protection of Privacy Act. It is separate from request CSS-2026-2794, which concerns my own file. I ask you to register it or to pass it to the office that registers requests of this kind, and to confirm which of the 2 you have done.
I request the following records held by the Ministry of Children, Community and Social Services for the period 1 January 2023 to 20 September 2026.
1. Records setting out the decision to index Ontario Disability Support Program payments annually, and the decision not to apply the same indexation to Ontario Works, including briefing notes, decision notes, options analyses and presentation decks.
2. Any costing of applying the same annual indexation to Ontario Works, by year and by benefit component.
3. Any analysis of the effect of inflation on Ontario Works basic needs and shelter allowances since 2018, including any estimate of the amount required to restore the purchasing power of the 2018 rate.
4. Any correspondence between this Ministry and the Ministry of Finance or Treasury Board Secretariat on increasing or indexing Ontario Works allowances.
I ask for the records in electronic form. I am prepared to pay the $5 application fee and I require you to state how it is to be paid. I ask for a fee waiver under subsection 57 (4) on the ground that the records concern the income of every Ontario Works recipient in the province, that I intend to publish them, and that I have no income beyond social assistance, which this Ministry has approved and has not yet paid.
Respectfully,

Immigration, Refugees and Citizenship Canada: Contribution agreement S26871G002
17 Sept 2026 · Access to Information Act
Answer due 19 Oct.
Request under the Access to Information Act — contribution agreement S26871G002, with request for fee waiver under s. 11(2)
Hello,
This is a request for records under s. 6 of the Access to Information Act. I am present in Canada and hold the right of access under s. 4 of that Act.
Institution: Immigration, Refugees and Citizenship Canada. The records are corporate records, not immigration or citizenship records about myself.
Records requested, concerning the contribution agreement between the Department and Refugee Career Jumpstart Project, also known as Jumpstart Refugee Talent, agreement number S26871G002, Settlement Program, project Refugee Talent Hub, term 1 April 2025 to 31 March 2028:
1. The signed agreement with all schedules, annexes and amendments
2. Any provisions on client service standards, accessibility, intake procedures, service delivery channels and client complaints
3. Any performance monitoring, compliance or progress reports produced under that agreement between 1 April 2025 and the date of this request
4. Any records of the review opened by the Department in September 2026 concerning access to services funded under that agreement, including the file number assigned to it
I ask for electronic copies by email to this address.
Request for fee waiver under s. 11(2). I ask the head of the institution to waive the application fee. I receive Ontario Works and hold no other income. The records concern the spending of 2,850,000.15 dollars of federal funding, and the question they answer is whether an organization holding that agreement may close access to funded services over the channel a client uses to communicate. That question is not limited to me.
If the fee is not waived, state that in writing and the fee follows.
The time limit under s. 7 runs 30 days from receipt. A failure to answer within that period is a deemed refusal under s. 10(3) and goes to the Information Commissioner under s. 30(1)(a).
Respectfully,
Danilo Dzyuban
Statistics Canada: Existing records on victims aged 16 and 17 of sexual offences

Request under the Access to Information Act - existing records on victims aged 16 and 17 of sexual offences and the releasability threshold of table 35-10-0217
Attention: Pierre Desrochers, Director, Access to Information and Privacy, R.H. Coats Building, 2nd Floor, 100 Tunney's Pasture Driveway, Ottawa, Ontario K1A 0T6.
Hello.
I make this request under section 6 of the Access to Information Act. I am a resident of Canada. This request asks for records that already exist. It does not ask the agency to produce a new tabulation.
Context, for search purposes. On 4 September 2026 I asked for a custom tabulation of victims aged 16 and 17 of police-reported sexual offences by age of the accused. The file is CAS-1217087. On 11 September 2026 Statistics Canada replied that table 35-10-0217-01 is already produced at the threshold of releasability, and that further disaggregation would present considerable disclosure risks.
1. All existing tabulations, data runs, working files or outputs held by the Canadian Centre for Justice and Community Safety Statistics that separate victims aged 16 and 17 of police-reported sexual offences from the aggregate group aged 17 and younger, produced at any time since 1 January 2012.
2. All existing tabulations or outputs that cross the age of the victim with the age of the accused person for sexual offences, produced at any time since 1 January 2012, including any produced for a Juristat article, for another federal department, or for a province.
3. All records setting out the methodology, rules or thresholds by which the age groupings in table 35-10-0217 were chosen, and all records assessing the disclosure risk of releasing victims aged 16 and 17 as a separate group.
4. All records of the assessment carried out in file CAS-1217087, including the consultation with the subject matter division and any written opinion recorded in it.
5. All records showing whether the figure published in the Juristat article on police-reported sexual offences against children and youth, 2012, that 82 percent of accused persons were over the age of 18 where the victim was 16 or 17, has been recalculated or updated at any time since publication.
6. All correspondence between Statistics Canada and the Department of Justice concerning data on victims aged 16 and 17 of sexual offences, dated between 1 January 2020 and the date this request is processed.
Where the agency holds no record answering any numbered item above, I require a written statement to that effect for that item, identifying the offices searched.
I request the records in electronic format.
Fees. I am without income and I am unable to pay the application fee. I request a waiver of the fee under subsection 11(6) of the Act. The records concern the measurement of sexual offences against children, and the public benefit of their release is direct. If the waiver is refused, I ask to be advised in writing of the refusal and the reason for it.
I require registration of this request on the date of its receipt and a file number in writing.
A refusal to register this request until a fee is paid, an absence of a file number, or a failure to issue a decision within the time required by the Act will be placed before the Information Commissioner of Canada under section 30.
Respectfully,
Danilo Dzyuban
Privy Council Office: The strategic environmental assessment of the gene-editing guidanceRefused by silence
8 Sept 2026 · Access to Information Act · A-2026-00581
10 Sept: fee waiver refused, and the time for an answer declared not begun until the fee is paid. Complaint to the Information Commissioner 25 Sept. 8 Oct, the due date, passed without an answer.
Request under the Access to Information Act — strategic environmental assessment of the gene-editing guidance decisions of 18 May 2022, 3 May 2023 and 3 May 2024
Hello,
I make this request under section 6 of the Access to Information Act. I am a Canadian resident and I request access to the following records held by the Privy Council Office.
1. All records concerning whether a strategic environmental assessment was required under the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals for the Health Canada guidance on the novelty interpretation of products of plant breeding issued on 18 May 2022.
2. All records concerning whether such an assessment was required for the Canadian Food Inspection Agency guidance for Part V of the Seeds Regulations approved by the Minister of Agriculture and Agri-Food on 3 May 2023.
3. All records concerning whether an assessment was required under the Cabinet Directive on Strategic Environmental and Economic Assessment for the Canadian Food Inspection Agency guidance on novel feeds published on 3 May 2024.
4. All correspondence between the Privy Council Office and Health Canada, or the Canadian Food Inspection Agency, or Agriculture and Agri-Food Canada, concerning the application of either Directive to gene-edited plants, dated between 1 January 2021 and the date this request is processed.
5. All records held by the Privy Council Office on compliance with either Directive by Health Canada, the Canadian Food Inspection Agency and Agriculture and Agri-Food Canada, from 1 January 2021 to the date this request is processed, including any compliance tally, tracking record or reporting document.
6. All guidance issued by the Privy Council Office to departments on the transition from the Cabinet Directive on the Environmental Assessment of Policy, Plan and Program Proposals to the Cabinet Directive on Strategic Environmental and Economic Assessment on 1 April 2024.
I request the records in electronic format.
Where the Privy Council Office holds no record answering any numbered item above, I require a written statement to that effect for that item. That statement is the object of this request as much as any record.
Fees. I am without income and I am unable to pay the application fee. I request a waiver of the fee under subsection 11(6) of the Access to Information Act. The records sought concern the environmental assessment of decisions that govern food and seed entering the supply of every resident of Canada, and the public benefit of their release is direct. If the waiver is refused, I ask to be advised in writing of the refusal, the reason for it, and the method of payment, and I will pay the 5.00 dollar fee.
I require registration of this request on the date of its receipt, and the file number. A refusal to register this request until a fee is paid, an absence of a file number, or an absence of a decision on the waiver request will be placed before the Information Commissioner of Canada.
Respectfully,
Danilo Dzyuban

Access to Information request with fee waiver — federal response to the fertility rate, programmes and indicators
Hello,
This is a request under the Access to Information Act, together with a request for a waiver of the application fee under subsection 11(2).
Employment and Social Development Canada is processing the same request text as A-2026-00370, and its Access to Information and Privacy Operations directorate identified the Privy Council Office as an institution likely to hold records within the scope set out below.
Statistics Canada reported that the total fertility rate of Canada fell to 1.25 children per woman in 2024, the lowest rate on record, placing Canada in the group of countries classified as having ultra-low fertility. The Immigration Levels Plan for 2026 to 2028 sets admissions of 380,000 permanent residents in each of those years. The records requested concern what the federal government does about the first of those facts.
DESCRIPTION OF RECORDS REQUESTED.
1. Every federal programme in which the number of births, the total fertility rate, or the completed family size is named as a performance indicator in a Performance Information Profile prepared under the Treasury Board Policy on Results. If no such programme exists, provide the record confirming that fact
2. Every policy analysis, briefing note, memorandum to Ministers, or Cabinet-level document prepared from 1 January 2019 to the date of this request addressing the decline in the total fertility rate and the options available to the federal government in response
3. Every record in which immigration is identified as the federal response to the decline in the total fertility rate or to population ageing, including any record comparing that response against measures directed at the fertility rate itself
4. Every cost-benefit analysis, fiscal projection, or departmental assessment comparing the cost of increased immigration against the cost of direct support to families and to childbearing
5. Every record prepared for Cabinet or its committees from 1 January 2019 to the date of this request in which the total fertility rate or population ageing is addressed, and every strategic environmental and economic assessment carried out about the Immigration Levels Plan
6. Every record setting out the total federal expenditure directed at supporting families with children, by programme and fiscal year, from 2019-2020 to the date of this request, and the measured effect of each programme on the number of births
7. Every record of correspondence with Employment and Social Development Canada, the Department of Finance Canada, Health Canada or Immigration, Refugees and Citizenship Canada concerning the demographic consequences of the fertility rate and the Immigration Levels Plan
FEE WAIVER.
A waiver of the application fee is requested under subsection 11(2) of the Access to Information Act, which empowers the head of a government institution to waive or refund the fee. Employment and Social Development Canada waived the fee on the same request text on 8 September 2026.
The requester is an applicant for social assistance. The Social Benefits Tribunal issued an interim assistance order on 21 August 2026 in file 2608-06747 directing payment from 1 August 2026. The Director has not complied with that order and no payment has been made. The requester is without means to pay the fee.
A decision on this waiver request is required in writing. A refusal will be referred to the Office of the Information Commissioner of Canada as a barrier to access.
FORMAT.
Electronic copies are requested.
NEXT STEP.
Failure to respond within 30 days will be referred to the Office of the Information Commissioner of Canada. The absence of any federal programme carrying a fertility indicator will be placed before the Standing Committee on Human Resources, Skills and Social Development and before the Office of the Auditor General.
Respectfully,
Danilo Dzyuban

Access to Information request with fee waiver — the fertility rate at the centre of government
Hello,
This is a request under the Access to Information Act, together with an application for a waiver of the application fee under subsection 11(2).
Period for the record search: 1 January 2019 to the date this request is processed.
I request the following records.
1. Every briefing note or analysis prepared for the Prime Minister or for the Clerk of the Privy Council addressing the decline in the total fertility rate, population ageing, or the size of future birth cohorts.
2. Every record in which immigration is identified as the federal response to the decline in the total fertility rate or to population ageing, including any record weighing that response against measures directed at the number of births.
3. Every record of a Deputy Minister committee, a policy committee, or an interdepartmental working group at which the fertility rate or population ageing was on the agenda, including agendas, decks and records of decision.
4. Every record concerning the coordination between Immigration, Refugees and Citizenship Canada, Employment and Social Development Canada, the Department of Finance Canada and Statistics Canada on the demographic consequences of the fertility rate.
5. Every record identifying the official or unit responsible within the federal government for the fertility rate as a policy question. If no official or unit holds that responsibility, provide the record confirming that.
Limit the search to briefing notes, analyses, decks, agendas, records of decision and internal correspondence. Exclude media monitoring, news clippings and material already published on your website.
If no records answer a numbered item, say so expressly, item by item.
Section 69. Where a record is withheld as a confidence of the Queen's Privy Council for Canada, identify each record withheld by date, type and originating institution, and state the paragraph of subsection 69(1) relied on. Where a record falls within subsection 69(3), release it.
Fee waiver. I receive social assistance under the Ontario Works Act and have no discretionary income. The fee is a real barrier to me and is none to the institution. The records concern whether the centre of the federal government has ever decided anything about the birth rate, and the public interest in that does not shrink because I cannot pay for it. Waive the application fee under subsection 11(2) and give the decision in writing. If the waiver is refused, give the reasons in writing with the name of the official who decided and the criteria applied.

Request under the Freedom of Information and Protection of Privacy Act - records concerning the age of majority in Ontario
Attention: Freedom of Information and Privacy Coordinator, Ministry of the Attorney General, McMurtry-Scott Building, 5th Floor, 720 Bay Street, Toronto, Ontario.
Hello.
I make this request under the Freedom of Information and Protection of Privacy Act. I am a resident of Ontario. Please route this request to the Ministry of the Attorney General.
The subject is the age of majority set at 18 years by section 1 of the Age of Majority and Accountability Act, R.S.O. 1990, c. A.7.
1. All records held by the Ministry that set out the evidence, research or advice relied on in setting or maintaining the age of majority in Ontario at 18 years.
2. All records analysing an age of majority in Ontario other than 18, including 19, and all records stating the reason any other age was not adopted. British Columbia, New Brunswick, Newfoundland and Labrador, Nova Scotia, Yukon, the Northwest Territories and Nunavut set the age of majority at 19.
3. All records considering whether the age of majority in Ontario should align with the age of sexual consent in the Criminal Code of Canada, or with the age of majority in other provinces and territories.
4. All records of correspondence between the Ministry and the Government of Canada, or between the Ministry and any other province or territory, concerning the age of majority or the age of sexual consent, dated between 1 January 2006 and the date this request is processed.
5. All briefing notes to the Attorney General concerning the age of majority in Ontario.
6. Any record showing that the Ministry holds no analysis of the age of majority, if that is the case.
Where the Ministry has no record answering a numbered item above, I ask for a written statement to that effect for that item, identifying the offices searched.
Time period. Items 1, 2, 3 and 5 are not limited by date unless a limit is necessary to process the request. If a date limit is required, please apply 1 January 2000 to the date of processing and tell me that you have done so.
Fees. I am without income. I request a waiver of the fee under subsection 57(4) of the Act on the ground of financial hardship, and on the further ground that dissemination of the records will benefit public health or safety, since the records concern the legal capacity of young people and the protection of children from sexual exploitation. If the waiver is refused, please tell me in writing before any chargeable work begins.
I ask for confirmation of receipt and a file number.
A refusal to process this request, or a failure to issue a decision within the time required by the Act, will be appealed to the Information and Privacy Commissioner of Ontario.
Respectfully,
Danilo Dzyuban

Access to Information request with fee waiver — immigration levels, the total fertility rate and population ageing
Hello,
This is a request under the Access to Information Act, together with an application for a waiver of the application fee under subsection 11(2).
Period for the record search: 1 January 2019 to the date this request is processed.
I request the following records.
1. Every record in which the decline in the total fertility rate, population ageing, or the ratio of workers to retirees is given as a reason for the immigration levels set in an Immigration Levels Plan.
2. The demographic analysis and population projections on which each Immigration Levels Plan tabled since 1 January 2019 was built, including the total fertility rate assumption used in each.
3. Every analysis of whether immigration offsets a declining birth rate over the long run, including any assessment of the effect of immigration on the age structure of the population, on the old-age dependency ratio, or on the fertility rate itself.
4. Every record comparing immigration against measures directed at the number of births in Canada, including any assessment of which of the two the department considers the more effective response to population ageing.
5. Every record of correspondence with the Department of Finance Canada, the Privy Council Office, Employment and Social Development Canada, or Statistics Canada concerning the demographic consequences of the fertility rate and the Immigration Levels Plan.
6. Every Performance Information Profile prepared under the Treasury Board Policy on Results for a programme related to immigration levels, and the record showing whether the number of births, the total fertility rate, or the age structure of the population is named as an indicator in any of them. If none is, provide the record confirming that.
Limit the search to briefing notes, memoranda to the Minister, decks, analyses, projections, Performance Information Profiles and internal correspondence. Exclude media monitoring, news clippings and material already published on your website.
If no records answer a numbered item, say so expressly, item by item.
Fee waiver. I receive social assistance under the Ontario Works Act and have no discretionary income. The fee is a real barrier to me and is none to the institution. The records concern whether the Government of Canada treats immigration as its answer to a falling birth rate, and the public interest in that question does not shrink because I cannot pay for it. Waive the application fee under subsection 11(2) and give the decision in writing. If the waiver is refused, give the reasons in writing with the name of the official who decided and the criteria applied.

Access to Information request with fee waiver — infertility, the total fertility rate and federal health records
Hello,
This is a request under the Access to Information Act, together with an application for a waiver of the application fee under subsection 11(2).
Period for the record search: 1 January 2019 to the date this request is processed.
I request the following records.
1. Every analysis of infertility in Canada as a population health question, including its prevalence, its trend, and its contribution to the gap between the number of children Canadians intend to have and the number they have.
2. Every record concerning federal support for the treatment of infertility and for assisted human reproduction, including the cost of treatment to patients, the coverage available, and any assessment of access.
3. Every analysis of the effect of the rising age of first birth on health outcomes and on the number of children a person is able to have.
4. Every briefing note, memorandum to the Minister, or departmental analysis addressing the decline in the total fertility rate and the options available to Health Canada in response.
5. Every Performance Information Profile prepared under the Treasury Board Policy on Results in which the number of births, the total fertility rate, or completed family size is named as an indicator. If no such profile exists, provide the record confirming that.
6. Every record of correspondence with Employment and Social Development Canada, the Department of Finance Canada, the Privy Council Office, or Immigration, Refugees and Citizenship Canada concerning the fertility rate and the demographic consequences of its decline.
Limit the search to briefing notes, memoranda to the Minister, analyses, assessments, Performance Information Profiles and internal correspondence. Exclude media monitoring, news clippings and material already published on your website.
If no records answer a numbered item, say so expressly, item by item.
Fee waiver. I receive social assistance under the Ontario Works Act and have no discretionary income. The fee is a real barrier to me and is none to the institution. The records concern whether the federal health portfolio treats a falling birth rate as a health question at all, and the public interest in that does not shrink because I cannot pay for it. Waive the application fee under subsection 11(2) and give the decision in writing. Hello.
I make this request under section 6 of the Access to Information Act. I am a resident of Canada and I request access to the following records held by the Department of Justice.
The subject is the age of protection enacted by sections 13 and 54 of the Tackling Violent Crime Act, S.C. 2008, c. 6, which came into force on 1 May 2008 by SI/2008-34, and the close-in-age exceptions in subsections 150.1(2) and 150.1(2.1) of the Criminal Code.
1. All records held by the Department that set out the evidence, research, statistics or expert advice relied on in selecting 16 years as the age of protection, dated between 1 January 2006 and 28 February 2008. This includes briefing notes to the Minister, policy options papers, decks, and departmental research reports
2. All records analysing any age of protection other than 16 years, including 17, 18, 19, 21, 23 and 25, dated between 1 January 2006 and the date this request is processed, and all records stating the reason any such age was not adopted
3. All records that set out the evidence or reasoning relied on in selecting the close-in-age intervals of 2 years in subsection 150.1(2) and 5 years in subsection 150.1(2.1), including any analysis of other intervals
4. All Charter statements, Charter risk assessments, and legal analyses under sections 7 and 15 of the Canadian Charter of Rights and Freedoms held by the Department that address the age of protection or the close-in-age exceptions, dated between 1 January 2006 and the date this request is processed

6. All records held by the Department analysing sexual offending against complainants aged 16 and 17, and against complainants aged 18 to 24, including any analysis of the adequacy of section 153 of the Criminal Code for those age groups, dated between 1 January 2008 and the date this request is processed
7. All records concerning the repeal of section 159 of the Criminal Code by S.C. 2019, c. 25, that address the constitutionality of an age of protection set above the general age
I request the records in electronic format.
Fees. I am without income and I am unable to pay the application fee. I request a waiver of the fee under subsection 11(6) of the Access to Information Act. The records sought concern the protection of minors from sexual exploitation under the Criminal Code, and the public benefit of their release is direct.
I require registration of this request on the date of its receipt, and a file number in writing. Where the Department holds no record answering any numbered item above, I require a written statement to that effect for that item, identifying the offices searched.
A refusal to register this request until a fee is paid, an absence of a file number, or an absence of a decision on the waiver request will be placed before the Information Commissioner of Canada under section 30 of the Act.

Period for the record search: 1 January 2019 to the date this request is processed.

1. Every long-term economic and fiscal projection prepared by the department, and the total fertility rate assumption used in each, together with the record showing when that assumption was last revised and why.
2. Every analysis of the fiscal consequences of a falling birth rate, including any assessment of the effect on the tax base, on programme spending, and on the long-term financing of Old Age Security and the Canada Pension Plan.
3. Every cost-benefit analysis, fiscal projection, or departmental assessment comparing the cost of increased immigration against the cost of direct financial support to families and to childbearing.
4. Every measurement or estimate of the effect of the Canada Child Benefit on the number of births in Canada, and any record stating that no such measurement has been made.
5. Every record setting out a tax measure or transfer considered by the department to support family formation or to raise the number of births, including any measure that was assessed and not adopted.

If no records answer a numbered item, say so expressly, item by item.

Waive the application fee under subsection 11(2) and give the decision in writing. If the waiver is refused, give the reasons in writing with the name of the official who decided and the criteria applied.

Held “in abeyance” for the fee since 2 Sept; the waiver never decided. 2 Oct, the due date, passed without an answer. Complaint to the Information Commissioner 23 Sept; deemed refusal added 3 Oct.
Request under the Access to Information Act — repeal of the definition of misconduct in the Public Service Superannuation Act by 1999, c. 34, s. 53
Hello,
I make this request under section 6 of the Access to Information Act. I am a person present in Canada and entitled to make this request under subsection 4 (1) of the Act as extended by the Access to Information Act Extension Order, No. 1.
The Public Service Superannuation Act, RSC 1985, c P-36, carries in its definitions the entry "misconduct [Repealed, 1999, c. 34, s. 53]". I am asking for the records behind that repeal and for what replaced it.
I request the following records held by the Treasury Board of Canada Secretariat.
1. The text of the definition of "misconduct" in the Public Service Superannuation Act as it read immediately before its repeal by 1999, c. 34, s. 53, and the text of every provision of that Act that used the term at that time.
2. Records setting out the reason for the repeal, including analysis, briefing notes, memoranda to Ministers, and legislative drafting instructions prepared between 1 January 1997 and 31 December 2000 in respect of that repeal.
3. Records showing the number of occasions on which the provisions referred to in item 1 were applied in the 10 years before the repeal, and the outcome in each case.
4. Every policy, directive, guideline or instrument in force on the date of this request that governs the forfeiture, reduction, suspension or withholding of a benefit under the Public Service Superannuation Act where the contributor has been convicted of an offence arising out of the conduct of the contributor's office or employment.
5. If no record responsive to item 4 exists, a statement to that effect naming the officer who conducted the search, in accordance with the duty to assist in subsection 4 (2.1) of the Act.
I ask that the 5 dollar application fee be waived under paragraph 11 (6) (b). My income is social assistance and the subject matter concerns the public interest in the accountability of federal officeholders. If the fee is not waived, please tell me the payment method available to a person without a credit card.
I ask to receive the records electronically at this address.

Hello,
This is a request under the Access to Information Act, together with a request for a waiver of the application fee under subsection 11(2).
The records requested concern the change of the sex variable in the Census of Population and in the statistical programmes of the Agency, and the effect of that change on the comparability of time series.
DESCRIPTION OF RECORDS REQUESTED

2. Every methodological assessment prepared by the Agency of the effect of the change identified in item 1 on the historical comparability of the sex variable, including any record quantifying the break in series and any record on the treatment of the change in population projections.
3. Every record setting out the standard in force for the collection of sex at birth across the statistical programmes of the Agency, including the list of programmes in which sex at birth is collected, the list in which it is not, and the date on which each programme ceased to collect it.
4. Every record setting out how the Agency produces vital statistics, life tables, fertility rates and mortality rates where the underlying administrative source records gender rather than sex at birth, and every assessment of the effect on those outputs.
5. All correspondence between the Agency and the provincial vital statistics registrars concerning the recording of sex at birth in birth registration and in death registration, from 1 January 2018 to the date of this request.
6. Every record setting out the cost of the change identified in item 1, including consultation, testing, system changes, and dissemination.
7. Every record setting out performance indicators, targets and measured results for the change identified in item 1, including any Performance Information Profile prepared under the Treasury Board Policy on Results.
8. Every record of a user, researcher, department or agency reporting a loss of comparability, a data quality concern, or an inability to analyse by sex as a result of the change identified in item 1.
FEE WAIVER

I require registration of this request on the date of its receipt. Where the Department holds no record answering any numbered item above, I require a written statement to that effect for that item.
The name and title of an officer or employee of a government institution on a document prepared by that person in the course of employment is not personal information under paragraph 3(j) of the Privacy Act. I require that such names and titles be released and not severed.

Employment and Social Development Canada: The federal response to the fertility rate, programmes and indicatorsExtended without a date
2 Sept 2026 · Access to Information Act · A-2026-00370
3 Sept: file opened, fee waived; the intake officer named four other departments that hold the records. 2 Oct, the due date: extended “up to 180 days”, with no length and no date.
Access to Information request with fee waiver — federal response to the fertility rate, programmes and indicators
Hello,
This is a request under the Access to Information Act, together with a request for a waiver of the application fee under subsection 11(2).
DESCRIPTION OF RECORDS REQUESTED
1. Every federal programme in which the number of births, the total fertility rate, or the completed family size is named as a performance indicator in a Performance Information Profile prepared under the Treasury Board Policy on Results. If no such programme exists, provide the record confirming that fact.
2. Every policy analysis, briefing note, memorandum to Ministers, or Cabinet-level document prepared from 1 January 2019 to the date of this request addressing the decline in the total fertility rate and the options available to the federal government in response.
3. Every record in which immigration is identified as the federal response to the decline in the total fertility rate or to population ageing, including any record comparing that response against measures directed at the fertility rate itself.
4. Every cost-benefit analysis, fiscal projection, or departmental assessment comparing the cost of increased immigration against the cost of direct support to families and to childbearing.
5. Every record setting out the barriers reported by Canadians to having the number of children they intend to have, including the results of the Survey on Family Transitions and any analysis of the gap between intended and achieved family size.
6. Every record setting out the total federal expenditure directed at supporting families with children, by programme and fiscal year, from 2019-2020 to the date of this request, and the measured effect of each programme on the number of births.
7. Every record of correspondence with the Department of Finance Canada or the Privy Council Office concerning the demographic consequences of the fertility rate and the Immigration Levels Plan.
FEE WAIVER
A waiver of the application fee is requested under subsection 11(2) of the Access to Information Act, which empowers the head of a government institution to waive or refund the fee.
The requester is an applicant for social assistance. The Social Benefits Tribunal issued an interim assistance order on 21 August 2026 in file 2608-06747 directing payment from 1 August 2026. The Director has not complied with that order and no payment has been made. The requester is without means to pay the fee.
The records concern the demographic basis of federal policy.
A decision on this waiver request is required in writing. A refusal will be referred to the Office of the Information Commissioner of Canada as a barrier to access.
FORMAT
Electronic copies are requested.
NEXT STEP
Failure to respond within 30 days will be referred to the Office of the Information Commissioner of Canada. The absence of any federal programme carrying a fertility indicator will be placed before the Standing Committee on Human Resources, Skills and Social Development and before the Office of the Auditor General.

2. All records that address the application of R. v. Spencer, 2014 SCC 43, to any provision of Bill C-22, including the provision that became subsection 487.0195(3) of the Criminal Code and the confirmation of service demand under section 487.0121, dated between 1 September 2025 and the date this request is processed.
3. All records that address the application of R. v. Bykovets, 2024 SCC 6, to any provision of Bill C-22, in the same period.
4. All records that explain, direct or approve the content of the Charter Statement for Bill C-22, including any decision or instruction concerning which judicial decisions were to be cited or omitted, in the same period.

7. All records showing the reason for the interval of 43 days between the introduction of Bill C-22 on 12 March 2026 and the tabling of its Charter Statement on 24 April 2026, including any record of a request to expedite or to delay the tabling.
I request the records in electronic format.
Fees. I am without income and I am unable to pay the application fee. I request a waiver of the fee under subsection 11(6) of the Access to Information Act. The records concern the constitutional analysis of a bill that regulates the disclosure of information about every resident of Canada, and the public benefit of their release is direct. If the waiver is refused, I ask to be advised in writing of the refusal, the reason for it, and the method of payment, and I will pay the 5.00 dollar fee.
A refusal to register this request until a fee is paid, an absence of a file number, or an absence of a decision on the waiver request will be placed before the Information Commissioner of Canada.

City of Ottawa: Flag Protocol: procedures, legislative authority and expenditure
2 Sept 2026 · Municipal Freedom of Information and Protection of Privacy Act (Ontario)
2 Sept: the City refused to process the request; the $5 fee “cannot be waived”. Appeal to the Information and Privacy Commissioner 4 Sept.
MFIPPA request with fee waiver — Flag Protocol procedures, legislative authority and expenditure
Hello,
This is a request for general records under the Municipal Freedom of Information and Protection of Privacy Act, together with a request for a waiver of all fees under section 45(4).
WHY THIS REQUEST IS MADE
The Flag Protocol procedures published by the City at http://ottawa.ca record, under the heading "Legislative and Administrative Authorities", the entry "None".
The same procedures direct that the City will not fly the flag of a group or organization whose undertakings or philosophy "are contrary to City of Ottawa policies or by-laws, espouse hatred, violence, or racism, or are politically or religiously motivated or represent other individual conviction".
The published record shows the procedures were approved by the Chief Corporate Services Officer on 22 June 2006 and revised by the Executive Committee on 3 December 2014 and by the City Clerk on 9 October 2017 and 21 January 2020. The published record shows no by-law and no recorded vote of Council.
The City therefore operates a rule that places religiously motivated groups in the same list as hatred, violence and racism, applies that rule to municipal property maintained with municipal funds, and records no legislative authority for the rule at all.
DESCRIPTION OF RECORDS REQUESTED
1. The Flag Protocol procedures in force, together with every prior version since 1 January 2014, and every record showing the approval authority for each version, including the report to Committee or Council, the minutes, and any recorded vote.
2. Every record identifying the legislative authority for the Flag Protocol procedures, including any legal opinion, briefing note, or memorandum addressing whether the procedures require a by-law or a Council resolution.
3. Every request for a flag raising, banner display, or proclamation received by the Office of Protocol from 1 January 2020 to the date of this request, together with the decision on each request and the reasons given.
4. Every record in which a request was refused, in whole or in part, on the ground that the requesting group is "politically or religiously motivated" or represents "other individual conviction", together with the reasons and the deciding official.
5. FEE WAIVER
A waiver of all fees, including the application fee, is requested under section 45(4) of the Act, which permits the waiver of all or any part of an amount required to be paid where it is fair and equitable to do so.
Financial hardship. The requester is an applicant for social assistance. The Social Benefits Tribunal issued an interim assistance order on 21 August 2026 in file 2608-06747 directing payment from 1 August 2026. The Director has not complied with that order and no payment has been made. The requester is without means to pay any fee. Documentation will be provided on request.
Public benefit. The records concern the legal authority for a municipal rule and the expenditure of public funds. Both are matters the public is entitled to examine, and neither is available elsewhere.
A decision on this waiver request is required in writing and separately from any decision on access. Refusal of the waiver, or the treatment of an unpaid application fee as a reason not to process this request, will be appealed to the Information and Privacy Commissioner of Ontario.

2. All records of meetings on that guidance held between Agency officials and those associations in the same period, including agendas, minutes, presentation decks and attendance lists.
3. All records of meetings on that guidance held between Agency officials and organic sector organizations or farmer organizations in the same period, in the same form.
4. The complete list of gene-edited plant varieties entered in any Agency transparency database or equivalent register since 3 May 2023, together with the date of each entry.

A refusal to register this request until a fee is paid, an absence of a file number, or an absence of a decision on the waiver request will be placed before the Information Commissioner of Canada.

This request concerns the National Risk Profile. Its first public report, published in May 2023, assesses earthquakes, wildland fires and floods. It states that the selection of hazards for future rounds is contingent on resource allocation.
I request the following records.

2. Any record of the decision on which hazards to include in each round, including the criteria applied and the officials who made that decision
3. Any assessment held by the Department of the risk of nuclear attack on Canada, or of armed conflict affecting Canada
4. Any record concerning the policies, programs and measures established under section 6(1) of the Emergency Management Act, so far as they require ministers to address the case of war or other armed conflict under paragraph 6(2)(d)
5. Any record identifying which minister is responsible for identifying the risk of nuclear attack on Canada under section 6(1) of that Act
Please exclude media monitoring and news clippings.
If no records responsive to any numbered item exist, I request that your response state that expressly, item by item.
I request a waiver of the application fee under subsection 11(6) of the Act. I receive social assistance under the Ontario Works Act and have no discretionary income. If the waiver is refused, tell me how to pay and I will pay the fee. If it is refused, I request the reasons in writing together with the criteria applied.

Ottawa Police Services Board: Court security at 161 Elgin Street
27 Aug 2026 · Routine disclosure practice of the Board

Records request under the Board's routine disclosure practice - court security at 161 Elgin Street
Hello,
I am writing to the Ottawa Police Service Board in its capacity as the body responsible for court security under Part XV of the Community Safety and Policing Act, 2019.
Section 243 (1) places the responsibility for court security on the Board, and paragraph 4 of that subsection requires the Board to determine appropriate levels of security in accordance with the regulations. Section 12 (2) (b) of the same Act places court security outside adequate and effective policing, which means the Board accounts for this function separately from general policing.
I am requesting the following records concerning the courthouse at 161 Elgin Street:
1. The document or documents by which the Board determined appropriate levels of security for 161 Elgin Street under paragraph 4 of subsection 243 (1), together with the regulation or standard applied in making that determination.
2. The current staffing complement assigned to court security, including the number of positions authorized for 161 Elgin Street, the number of posts staffed per shift, and the section structure as of 2026.
3. The Board policy on court security adopted under the Community Safety and Policing Act, 2019. I am also asking for any procedure that governs how court security personnel address members of the public in the public areas of the courthouse.
4. The instrument currently appointing special constables to court security duties, together with the schedule of authorized powers attached to it. The background document published by the Board on this subject relies on section 53 of the Police Services Act. That Act was repealed on 1 April 2024. I am asking for the instrument that replaced it.
5. Reporting on the cost of court security for 2024, 2025 and 2026, including overtime, and the reports the City submitted to the Province under the Court Security and Prisoner Transportation transfer payment program for those years.
Several of these records are governance documents the Board already publishes or produces on request. I am asking the Board to release them directly rather than route a governance question through a formal access process. Please confirm within 30 days which of the five items the Board will release directly. For each item the Board withholds, please state the reason.
Where the Board declines to release a record directly, I will file a request under the Municipal Freedom of Information and Protection of Privacy Act for that record and, if access is refused, appeal to the Information and Privacy Commissioner of Ontario.
Respectfully,
Danilo Dzyuban

New access request under FIPPA — three named ministry records on Emergency Assistance for Ukrainian migrants — Danilo Dzyuban
Hello,
This is a new request under the Freedom of Information and Protection of Privacy Act. It is separate from my requests 49774597, 49777099, 49777100, 49777101 and from the fifth eRequest 20260731233001014, and it should not be merged with them.
RECORDS REQUESTED.
Every final version in force at any time between 1 January 2022 and the date this request is processed of each of the following ministry records, named by those titles in a municipal delivery agent's operating policy:
1. Ukrainian Migrants Q&A
2. Emergency Assistance for Ukrainian Migrants
3. 27-22 Emergency Assistance for Ukrainian Migrants, Revised
WHY THESE TITLES ARE STATED THIS WAY.
The City of Ottawa released records to me on 26 August 2026 under its file AGR-2026-00759. The City's operating document "Emergency Assistance", CSSD/ESS/OSU 03/2025, lists these 3 titles in its REFERENCES section. The City stated in the same release that the links to them "point to a Provincial internal only extranet site and is is not available to share publicly". The ministry is therefore the institution that holds them.

Treasury Board of Canada Secretariat: Privacy Impact Assessments received from IRCC on disclosure to the provincesHeld for five dollars
13 Aug 2026 · Access to Information Act · A-2026-00329
18 Aug: “Missing fee”; the waiver under s. 11(6) never decided. Complaint to the Information Commissioner, file 5826-03516; investigation under s. 30(1)(b) opened 4 Sept.
Access to Information Act request — completed PIAs and Privacy Checklists received from IRCC concerning disclosures to provincial social assistance authorities (ref: P-2026-0153)
Hello,
This is a request under section 4 of the Access to Information Act, addressed to the Secretariat's own holdings. Reference: my correspondence with the Privacy and Responsible Data Division under P-2026-0153, including that Division's reply of August 13, 2026.
Records requested, for the period January 1, 2018 to the date of this request:
1. All completed Privacy Impact Assessments received by the Secretariat from Immigration, Refugees and Citizenship Canada under section C.2.2.12.1 of the Directive on Privacy Practices that concern the disclosure of immigration status, refugee claim or removal information to provincial or territorial social assistance authorities, including the Ontario Ministry of Children, Community and Social Services; or an index of such PIAs.
2. All approved Privacy Checklists provided to the Secretariat under section C.2.2.8 covering any multi-institutional assessment of that activity.
3. Records showing the mechanism, if any, by which the Secretariat verified compliance with sections C.2.2.9 and C.2.2.12 in respect of disclosures of personal information by IRCC to another level of government for social assistance eligibility determinations.
4. If no records exist under items 1 to 3, records sufficient to show that fact.
Please register this request and advise the method for paying the $5.00 application fee; I confirm I will pay it. A public-interest fee waiver under section 11(6) is requested: the records concern the framework governing disclosures of personal information about a vulnerable category of applicants, and their existence or absence bears on questions now before the Office of the Privacy Commissioner (file PA-075049).
I am an individual present in Canada. I communicate in writing; please direct all correspondence to this email address.
Respectfully,
Danilo Dzyuban
Ministry of Children, Community and Social Services: Social Assistance Intake Unit: eligibility practices for refugee claimants
28 July 2026 · Freedom of Information and Protection of Privacy Act (Ontario)
13 Aug: the Ministry asked to clarify by telephone; clarified in writing 21 Aug. 4 Sept: fee estimates; the waiver under s. 57(4) requested the same day.
FIPPA request — GENERAL RECORDS — SAIU refugee-claimant eligibility practices
Freedom of Information and Privacy Office Ministry of Children, Community and Social Services P.O. Box 978, Toronto ON M7A 1N3 [email protected]
Request under the Freedom of Information and Protection of Privacy Act — GENERAL RECORDS
This is a request for general records under the Freedom of Information and Protection of Privacy Act (FIPPA). It is separate from, and not to be consolidated with, my personal-information request submitted July 26, 2026 (confirmation no. 49774597). No personal information of any individual is sought in this request.
Institution: Ministry of Children, Community and Social Services, Social Assistance Intake Unit (SAIU).
Records requested — for the period January 1, 2022 to the date this request is processed:
1. All records of policy, directive, guidance, procedure, desk aid, or staff training used by the SAIU in determining the Ontario Works eligibility of applicants who are refugee claimants, persons subject to a removal order that has not been executed, or nationals of a country subject to an Administrative Deferral of Removals (ADR). This includes any material instructing staff on when to require a Pre-Removal Risk Assessment (PRRA) or a Humanitarian and Compassionate (H&C) application as a condition of eligibility.
2. All records interpreting or applying the eligibility criterion that a removal order "cannot be carried out for reasons entirely beyond the individual's control" — including the example in which safety cannot be assured in the home country due to strife or political unrest — as that criterion is applied to nationals of Ukraine. This includes internal communications, bulletins, memoranda, and guidance.
3. Aggregate statistical records showing, for the same period: (a) the number of Ontario Works applications received by the SAIU from refugee claimants or applicants with immigration-status-related conditions, and (b) the number of such applications refused, in whole or in part, for failure to provide a PRRA or an H&C application. Aggregate counts only are sought; no personal information of any individual is requested.
4. All records of any information-sharing agreement, memorandum of understanding, or data-exchange protocol between the Ministry (or the SAIU) and Immigration, Refugees and Citizenship Canada (IRCC), and/or the Canada Border Services Agency (CBSA), concerning the verification of the immigration status of social assistance applicants, in force at any time during the period.
Form of access: Electronic copies, sent to the email address above.
Application fee: I authorize the $5.00 application fee. If you anticipate any search or preparation fees, please provide a written fee estimate before proceeding.
Fee waiver: I request a waiver of any fees on public-interest grounds under s. 57(4) of FIPPA. The records concern the eligibility criteria applied to a vulnerable group — refugee claimants who cannot be removed — and their dissemination will benefit public understanding of how a provincial income-support program treats that group.
If any part of this request is unclear or is estimated to attract significant fees, please contact me so that it can be clarified or narrowed rather than refused.

Request under FIPPA — GENERAL RECORDS — ministry-level policy on ADR nationals
This is a request for general records under FIPPA. It is separate from my personal-information request (49774597) and from my general-records request concerning SAIU practices, and seeks no personal information.
This request is directed at the ministry / policy-branch level (above front-line SAIU operations).
Records requested — for the period February 24, 2022 to the date this request is processed:
1. Any province-wide policy, directive, ADM- or Director-level instruction, or Cabinet/Treasury Board submission concerning the Ontario Works eligibility of applicants who are nationals of a country subject to a federal Administrative Deferral of Removals (ADR), including Ukraine.
2. Any policy interpretation issued by the Ministry (not by an individual caseworker) on how the eligibility criterion that a removal "cannot be carried out for reasons entirely beyond the individual's control" applies to refugee claimants who cannot be removed.
3. Any correspondence between the Ministry and IRCC or CBSA, at the policy or program level, concerning the treatment of ADR nationals or refugee claimants under Ontario Works.
Form of access: Electronic copies to the email address above.
Fee treatment: I request a public-interest fee waiver under s. 57(4) of FIPPA. If a fee is nonetheless expected, please provide a written estimate before proceeding, so the request can be narrowed rather than refused.

Access to Information Act request — general records (NPower Canada funding terms, YESS)
Access to Information and Privacy Coordinator Employment and Social Development Canada (ESDC)
Request under the Access to Information Act — GENERAL RECORDS
This is a request for general records under the Access to Information Act. No personal information is sought.
Context: ESDC has publicly announced funding to NPower Canada under the Youth Employment and Skills Strategy (YESS) Program (news release, October 2024, "NPowering Underrepresented Youth to Overcome Barriers to Employment"). This request concerns the eligibility terms attached to that funding.
Records requested — for the period January 1, 2022 to the date this request is processed:
1. The funding or contribution agreement(s) between ESDC and NPower Canada under the Youth Employment and Skills Strategy (YESS) Program, including all schedules setting out participant eligibility requirements.
2. Any terms, conditions, or guidance in those agreements — or in the YESS Program terms and conditions generally — that address the immigration status or work-authorization of program participants, including any requirement that a participant hold a work permit valid for a minimum period.
3. Any records indicating whether the requirement that a participant's work permit be valid for at least 12 months from a program's start date originates from ESDC / YESS funding terms, or is set by the funded organization.
Form of access: Electronic copies to the email address above.
Fee waiver: I request a fee waiver on public-interest grounds; these records concern whether a publicly funded employment program excludes non-removable refugee claimants by their status. If any fee is expected, please provide a written estimate first.

Request under the Access to Information Act — GENERAL RECORDS (statistics and policy)
This is a request for general records under the Access to Information Act. It seeks no personal information and is separate from my personal-information request EP2026_0585312 (submitted July 27, 2026).
Records requested — for the period February 24, 2022 to the date this request is processed:
1. Aggregate statistics showing the number of removals (enforced removal orders) carried out by the CBSA to Ukraine, by year. If the count is zero for any period, a record or written confirmation stating so is requested.
2. Records describing the current Administrative Deferral of Removals (ADR) for Ukraine — its scope, the date it took effect, and the categories of persons to whom it applies — including any operational bulletin, directive, or guidance to officers.
3. Aggregate statistics showing the number of Pre-Removal Risk Assessment (PRRA) notifications issued by the CBSA to nationals of Ukraine during the period. If zero, a record or written confirmation stating so is requested.
4. Any policy or guidance describing the circumstances in which a PRRA is offered or a removal date is set for a national of a country subject to an ADR.
Purpose stated for context (not a condition of the request): these records bear on whether removal to Ukraine can, in fact, be carried out, and whether a PRRA is available to a person in my situation.
Form of access: Electronic copies to the email address above.
Fee waiver: I request a waiver of fees under the public-interest provisions of the Act. The records concern how removals and the ADR operate for a group of non-removable nationals and would benefit public understanding. If any fee is nonetheless expected, please provide a written estimate before proceeding.
