Two in three Canadians live within 100 kilometres of the United States. More than half of the jobs at 7,723 industrial facilities stand in the same band. None of the 28 bases and wings of the Canadian Armed Forces stands north of 60°. Industry moves north. Hudson Bay is the ocean gate.

The industry of Canada stands inside the range of guns and rockets placed on the soil of the United States. The steel of Sault Ste. Marie and the refineries of Sarnia face the other bank of a river. The Prime Minister of Canada has named military action by the United States a risk his office examines.

II DEPTH
A country 4,600 kilometres deep keeps its industry in the first hundred. The depth of Canada is its defence. Every plant built with public money stands beyond the reach of the border. States at war have moved whole industries in a single season; Canada moves its own in peace, on its own schedule, with its own money.

III GATE
Hudson Bay is the ocean in the middle of Canada. Its western shore reaches the prairies by rail at Churchill and reaches Nunavut at Arviat and Rankin Inlet. Every kilometre from quay to open ocean runs through Canadian water. Canada builds three ports on that shore, the power line and the road that join them, and charts the water in front of them.

IV LAW
Investment goes where the statute sends it. The Income Tax Act already pays a regional investment tax credit, and it already holds a second region whose rate Parliament set at zero. Parliament names the North a designated region and sets the rate. Norway holds its own north with a zero contribution for every employer; Canada does the same.

VI ATLANTIC
Greenland and Iceland are the neighbours of Canada. Canada has agreed a land boundary with the Kingdom of Denmark and keeps a consulate at Nuuk. The ports of Hudson Bay open on Hudson Strait, and Hudson Strait opens on the North Atlantic.

VII WATER
The North of Canada warms faster than any other part of the country, and Hudson Bay loses its ice faster than any other Canadian water. Every degree adds a month of open water. The season at Churchill grows every decade. The state that builds the quay first holds the route.
