Minister of Children, Community and Social Services
The hold of 23 September: four errors of the Ministry and five demands.
The letter ·
Ontario Works - assistance stopped over a report that MyBenefits refuses to take
Hello,
Danilo Dzyuban, Ontario Works, Ottawa.
On 2 September 2026 the Social Assistance Intake Unit approved my application as of 5 June 2026. On 23 September 2026 the City of Ottawa put the file on hold. Its letter states: "We did not receive information about your earnings this month." The hold stands on 4 errors of the Ministry. Correct each one.
FIRST, MYBENEFITS REFUSES THE REPORT THE MINISTRY REQUIRES. Directive 5.1 states: "Recipients are required to report income on a monthly basis". The Ministry's letter of 2 September 2026 names MyBenefits as the place to report earnings. Its Income page states: "you cannot report income because you do not have a job or training program on file." Section 14 (3) of Ontario Regulation 134/98 requires a report "in a form and manner approved by the Director".
SECOND, THE LETTER NAMES NO POWER TO SUSPEND. Section 14 (1) of the Ontario Works Act, 1997 allows a suspension "as prescribed". The letter cites sections 14 and 17 of the Regulation, and neither prescribes a suspension.
THIRD, MYBENEFITS SENT NO NOTICE OF THE LETTER. It sent me a notice of a new letter on 5 August 2026 and on 4 September 2026. It sent none for the letter of 23 September 2026, and I read that letter in the portal on 29 September 2026.
FOURTH, MYBENEFITS RECORDS OBLIGATIONS THAT NEVER FELL DUE. Its Declarations page marks "In/Outside of Ontario" as "Missed" for each of the 12 months from September 2025 to August 2026. I applied on 5 June 2026.
Do the following:
1. Lift the hold and release the payment for October 2026. The Ministry's letter of 4 September 2026 calls the Ministry "the delivery agent for the program across the province".
2. Name the provision of the Regulation that prescribes a suspension for a missing earnings report.
3. Produce the form and manner approved by the Director for a recipient with no job on file.
4. State the number of Ontario Works files put on hold over missing earnings information in the fiscal year 2025-2026.
5. Remove the 12 entries marked "Missed" from my record.Answer by 9 October 2026. An unanswered letter goes to the Standing Committee on Public Accounts and to the Ombudsman of Ontario, where a file on this Ministry is open.
Respectfully,
Danilo Dzyuban
