Re: Complaint about the City of Ottawa — oversight of 1754 St. Joseph Boulevard and the conduct of the City's own investigation

Hello,

This adds to my complaint of 20 September 2026 about the City of Ottawa. After 20 days it has no file number.

On 21 September 2026 the City's Interim Director, Housing and Homelessness Services, wrote to me: "there is nothing that would preclude you from praying at anywhere at a City funded transitional housing program." The restriction that two of the operator's staff applied to me on 10 August 2026 has no basis in any City rule. The City has not told the operator or its staff so in writing, as I asked on 22 September 2026.

The City's own investigation was to close on 2 October 2026, and no report has been issued. The City has not obtained the names and positions of the two staff members. It has not produced the operations log entry for 10 August 2026 that Section 12.2.2 c of its standards requires. The preserved records are still not named, and nothing ties their retention to HRTO file 2026-68783-I. The human rights provisions of the Service Agreement reached me as an image without text.

The investigator twice asked me why I want the names of the two staff members. My request of 20 September 2026 to record both questions in the report has had no answer.

For 42 days, from 10 August to 21 September 2026, the operator held to a restriction the City now says does not exist; after the first written notice on 13 August it held to it in writing. The City funded the site through all 42 days and did not stop it. The City's own complaint process has now passed its closing date without a report.

Investigate under section 14 of the Ombudsman Act the City's oversight of the operator at 1754 St. Joseph Boulevard and the conduct of its investigation. Send me the file number by 20 October 2026. Obtain from the City the report of its investigation and the records named above. Every answer and every silence goes before the Human Rights Tribunal of Ontario in file 2026-68783-I.
