RE: Brief for the study "Canada's Electrification, Energy Self-Sufficiency and Domestic Energy Security": 25 diesel plants in Nunavut and the Kivalliq line
Hello,
I demand that the Government of Canada take the Kivalliq off diesel by 2030: decide by 31 March 2027 to fund the construction of the Kivalliq Hydro-Fibre Link, pay at least 50% of its cost, list it under the Building Canada Act in 2027, and require the Canadian permafrost standards for every federal contribution to construction on permafrost from 1 April 2027.
The Committee published the brief of 30 September 2026 on 7 October 2026 and gave drafting instructions for the report the same day. The attached supplement adds Order P.C. 2026-925 of 1 October 2026: the Government listed an oil pipeline as a project of national interest 91 days after the proposal, while the Kivalliq line has not been referred. The supplement contains no hyperlinks.
Distribute the attached supplement to the members and the analysts before the draft report is considered, and confirm the date of distribution in writing by 30 October 2026.
Respectfully,
Danilo Dzyuban

Hello,
The document of 18 October 2026 is a supplement, not an amendment. The brief of 30 September 2026, published by the Committee on 7 October 2026, stands unchanged.
The supplement adds one fact dated after the brief: Order P.C. 2026-925 of 1 October 2026. It contains no hyperlinks.
Distribute the supplement to the members and the analysts once translated, before the draft report is considered, and confirm the date of distribution in writing by 30 October 2026.
Respectfully,
Danilo Dzyuban
