Re: Proposed performance audit — compliance with section 6 of the Emergency Management Act in respect of armed conflict
Hello,
On 30 August 2026 a performance audit was proposed: compliance with section 6 of the Emergency Management Act in respect of war or other armed conflict. In 35 days the Office has not confirmed receipt.
Since then the record has gained 3 documents. Paragraph 6(2)(d) of the Act requires a plan for war. On 17 September 2026 the Department of National Defence answered a request for that plan, file A-2026-01154: it neither confirms nor denies that the plan exists. The National Risk Profile names the hazards of its next round and of its later evaluation, and war is not among them. On 24 September 2026 the Minister of National Defence declined to go into detail on planning for United States military action against Canada.
The statute, the facts with their sources, and the finding are published at https://dzyuban.com/interference/canada/national-defence/
Whether ministers perform a duty imposed by statute is a question of compliance with authorities, which is the subject of a performance audit.
Confirm receipt of the proposal in writing by 18 October 2026, give its file number, and state whether it has been entered into the Office's audit planning. Without that answer the proposal goes to the Standing Committee on Public Accounts, which receives the reports of the Auditor General.
This exchange goes into the public record at https://dzyuban.com/interference/
